Brencis does not sit still while you work. The Court menu tracks the whole relationship: how angry each of his three vassals is with you, how much Infamy you have accumulated with the regime, and which Edicts are currently in force against you.

Court Activities raise a specific vassal's anger

There are 41 Court Activities split across Ambrus, Bakir and Xanthe. Each one is aimed: it raises that vassal's anger rather than a general meter. That makes the court a target you can choose, not a wall you push evenly.

Ambrus is the youngest and the one you can move against earliest. Bakir sits in the middle. Xanthe is the oldest and the most expensive to reach.

Infamy buys you Edicts

As Infamy rises, Brencis issues Edicts against Coen. There are nine of them, and they are penalties, not flavor. Reaching peak Infamy has its own achievement, Throne of Thorns, which tells you the game expects some players to chase the top of that meter deliberately.

Which means notoriety is a build decision

You can play the month quietly and keep the regime's attention off you, or you can make yourself the valley's biggest problem and take the Edicts as the cost of doing business. Both are supported. The Court menu is where you watch it happen.
