Bakir rules the southwestern part of the valley. He keeps the population obedient, hands out the regime's rewards to its supporters, and deals out its punishments to everyone else.
He is an experienced warrior and he enjoys cruelty, so the court activities filed under his name are the ones that spoil a punishment or a reward.
